Go to formatting (under settings) and scroll all the way to bottom, where you should see the Post Template box - paste the code into it. All your new post will now have that button on it, but unfortunately for older posts you will have to add it manually to each individual post. I hope this is helpful to you.

I would also like to know how you put the "comments always welcome" button on your blog. Where did you get the html script for that?
