When declining a review pitch from a PR or author, do you give a reason for declining?

It's also nice when the author/publisher requesting the book demonstrates that they've read said review policy or are familiar with one's blog. For example, if I get a review request for a romance novel despite stating in my review policy that I don't review that genre, I get a bit frustrated.

I also thank them for the opportunity, normally it is out of my genre so it is an easy decline. If it is another reason like I read the sample and it is poorly written, I simple say my review list is excessive atm.

I have a standard response if I choose to decline, it's simple but it works.
Dear {Author/Publisher Name}
Thank you for approaching me regarding a review for your book, {Book Title}. Unfortunately I must decline the opportunity at this time. I do appreciate your consideration and wish you the best of luck with your work.
