I don't think there is a problem with posting reviews/giveaways in dedicated groups for those things. That way, people who want to share review links can do so. However, I've stopped using Ning altogether because I felt like I was getting constant review posts/giveaway posts from groups that weren't dedicated to those things.
I've made 13 posts in this discussion so far, so I wouldn't say I'm silent.
I don't like reviews to be posted in the discussions unless they are discussions for that specific purpose. To me, that's why you have a Ning blog (or you RSS your other blog to the Ning blog to save time).
I would be happy (in conjunction with you guys) to draw up some site-wide rules. But again, I do think that the group creators/admins need to be clear about the rules for their groups. And, if you aren't sure what is acceptable, feel free to ask them!
And, if you want to set up another group to accomplish whatever it is you want, feel free.
I've noticed a lot of author & blogger-related spamming too. I don't spend as much time here on Book Blogs for this precise reason; it's all the "my latest book review", "my latest book giveaway" posts and the worst of them...are the authors who leave nearly identical comments on EVERYONE'S wall, asking if them if they would like to review a copy of their (usually self-published or POD) book.
I still try to post and interact on Book Blogs, but I really don't spend as much time here as I used to.
The spam is getting to me too.
Please tell me when you see this. I have had some success sending the authors warning emails in the past, to please not post on the walls of people they are not friends with. I can't police this network. It's just too big.

I know that moderating this Ning must be turning into a bit of a nightmare...hopefully a set of guidelines or rules (with clear warnings that spammers will have their accounts closed/deleted) will help smooth things out.
Maybe you could put together a team of trusted moderators who can help you "seek-out and destroy" the spammer accounts and posts...what do you think?
Be careful of overdoing it~ You might drive away more people than you want to. I kind of like seeing what people are reading and reviewing and giving away.
