I remember my early books, that my younger sister later enjoyed at that age. Richard Scarry is a favourite.
But the author who go us both hooked on reading: Enid Blyton - a very prolific English author with an extensive list to her credit, every one a gem. My sister's and my favourite is her Faraway Tree series: The Enchanted Wood, Folk of the Faraway Tree and Up the Faraway Tree. These are books (and the rest of her others) tickle the imagination with wonderful tales all children would love to hear, and later read themselves.
At this age, my daughter's favourites were "Child's Garden of Verse" by R.L. Stevenson and "The Story of Miss Moppet" by Beatrix Potter (although she loved all of the Potter books this was her favourite). However, not to forget the Paddington Bear series which, being read so often, ended up as battered looking as Paddington's suitcase!
Feel free to check out the reviews I did last year on children's books. My son just turned 4, so there should be plenty there to check out with your daughter.
My daughter (who is 2 1/2) likes: Mama Cat Has Three Kittens by Denise Fleming, Harriet's Recital by Nancy L. Carlson, and Have You Seen My Cat by Eric Carle.

*good ABC picture books -- there are tons out there. My faves are probably Graeme Base's Animalia and Christopher VanAllsberg's, The Z was Zapped.
Ok I have to be biased, my favourite childrens book is Marvin Magnificent By Brett Olsen. Yes my very own book, well I couldn't vote for anyone elses could I? lmao Ok if it wasn't mine it would have to be Where the Wild Things are by Maurice Sendak
