Would like author interviews, how do they work?

I'm just starting out as a book review blogger, but I'm trying to expand by participating in blog tours, guest posts and author interviews. How do you personally do author interviews? Do authors or bloggers solicit the interviews (or both)?

In a nutshell, my questions:

1. Who solicits whom for the interview?
2. Is that interview pure promo for the author or is there another reason for it?
3. Why do you, as a blogger, interview some authors and not others?
