Must Login to Wordpress to Comment

I should've asked this during Bloggiesta last weekend but I didn't think of it.

 

I want to comment on blogs - some are self-hosted and others are on Wordpress.com - and I am taken to a Wordpress page and prompted to login. I think I have to be a "member" of the blog. Do I have to subscribe? Or do something else?

I don't think so.  I go to Wordpress blogs and can comment.
