Hey, I would recommend (from your criteria) the Sunshine book, someone else I saw recommended that as well and I agree with the Elizabeth Haydon (though for someone who doesn't read a lot of Fantasy, that might be pushing it). I also really like the Sharon Shinn series, both the one that begins with the Thirteenth House and the one that begins with Archangel. Also, the series by Maria V Snyder... starting with Poison Study is good as well. Robin Hobb is ALWAYS a good bet. Good luck!
